File one complaint against exactly one user, event, or chat.

targetType is user, event, or chat. Reasons include fake_profile, unacceptable_content, toxic_behavior, incorrect_age, harassment, spam, fraud_or_scam, illegal_content, account_hacked, and the other values defined by the OpenAPI specification. The optional description is at most 250 characters.

The endpoint returns 201 with the report ID, target columns, reason, description, author, and createdAt. Reports survive deletion of an event or chat; their target reference becomes null. The more focused POST /people/:userId/report endpoint has a smaller, people-specific reason set and returns { id, success: true }.
