Push Devices API

Notifications are persisted in the API and also delivered to registered devices when a provider is configured.

Platforms are android and ios; providers are fcm, rustore, and apns. iOS requires apns; Android uses fcm or rustore. Registration is safe on every app launch and token rotation. A provider/token identifies an installation, so registering it under another account moves ownership.

GET /devices/status returns { "enabled": ["fcm"] }. An empty list means notifications remain stored but no configured provider can deliver them.
